Lots of ways to do this, but this time, I just zoomed in - FYI, this is the Liver Building in Liverpool. At night, it's lit up.

That's pretty cool!
My co-worker once succeeded to take such kind image of his wife - she was running directly into his direction and he managed to zoom image so masterfully that on resulting image background was similar to your image and wife was precisely in focus and clear, without noticeable zooming artefacts. That will be your next goal now :)
